From the night of August 18 to August 21, Jianchang County in Huludao City, Liaoning Province, was hit by continuous heavy rainfall, with both the total amount of precipitation and the intensity of the downpour exceeding the historical records since the province started meteorological records. The heavy rainfall caused power and communication interruptions across the county, while basic infrastructure, including road traffic, was severely damaged. A large scale of farmhouses and crops were also significantly impacted. The extreme rainstorm triggered mountain torrents, resulting in disasters that have greatly affected the lives of residents.

Liaozhong District Church in Shenyang City, where the Liaozhong District CC&TSPM is located, held a special gathering on Sunday, September 1, to raise donations for the flood-stricken area of Jianchang County in Huludao.

Three days after the special gathering, on September 4, a large amount of disaster relief materials were organized and prepared by Liaozhong District government officials, together with the Liaoning Provincial CC&TSPM and Shenyang Municipal CC&TSPM. Various supplies, including food, drinking water, clothing, cookers, and bedding, were worth over 195,000 yuan with a monetary donation of 43,500 yuan raised. Headed by Rev. Ren Chuanyu, 46 volunteers drove more than 340 kilometers to Jianchang County, reaching the heavier-stricken townships to distribute the relief materials to over 100 households impacted by the disaster.
