Chinese Ambassador Zhao Jianhua stated that China is hoping Philippines will be immediately granted with emergency powers in order to speed up construction for the country as it was planned by Beijing under Philippine President Rodrigo Duterte.

In a report, Zhao said that the project funded by China should be finished before Duterte finishes his term because they are afraid to continue the project beyond his term due to some complications and uncertainties.

"There is a very strong sense of urgency. As you know, infrastructure projects cannot be done overnight... so we must hurry. We have to get it done within the presidential term," Zhao said.

"The process is going to be very slow, particularly with regard to the rehabilitation or the land issue, so we might be stuck there," he noted, warning that without emergency power, the infrastructure may not be done soon.

China is reported to start three projects this year- Chico River Pump Irrigation project, the New Centennial Watersource project in Rizal and the North-South Railway project.

Zhao also promised that the two countries are very serious in terms of the planned infrastructures and assured there will be no corruption to happen while implementing the plans.
